The lives of innocent orphaned and abandoned puppies and kittens too young to be adopted out are in peril if home foster care is not available at a public shelter.  If safe haven is not found for these new lives, shelters are faced with the heart breaking task of ending new life barely begun, until a shelter worker makes a call to R.E.D. to place them in foster care.
